The White Man’s Burden

My information about Rudyard Kipling was limited only to:
  1. He was born in the campus of Sir J. J. School of Art, Mumbai, where I was studying architecture;
  2. He was a British poet.
I was doing my first year in architecture when I made this portrait. I copied a picture in pencil on handmade paper, taken from some book or magazine. That was years ago. I wanted to sell it. Thankfully it didn’t work.

Later I read a couple of his poems, but couldn’t stick any more. Decades later I saw an animated cartoon series, “Mogali”, or Jungle Book, on TV, once in a while. I was more interested in graphics, not the story.

The story is disappointing because the animals were made to talk and behave like humans; that’s an insult to animals. It was neither a work of imagination nor for the love of animals. Even to abuse any person by a name of any animal is an insult to that animal.

Kipling was an imperialist, that’s known. But whatever I learnt from the textbooks in school that projected Britain is a democratic country, which I could never believe.

Britain and its government and the people may be anything else, which is their right, but to call them democratic is preposterous. Certainly there may be few persons who believed in democracy and lived in democratic spirit and values, but that cannot be generalized.

Any country or society may be a superpower, which doesn’t mean it is superior to any other country or society or people.

How could any democratic society enslave or colonize or invade other people - other countries?
How could any country and its citizens go to the polar uninhabited region, put their flag there, and claim it is their land?
Such a civilization is a curse to the land and waters. Animals are better.

Perhaps, I shouldn’t refer to any country and/or its people in the place of their government – democratic, or fundamentalist, or totalitarian, or monarchy.
Better say, Indian government instead of India or Indian people. Better say Chinese government rather than China or Chinese people. Better say British government, neither Britain nor British people. That’s how I should address an issue if it refers to any government.

It is our present predicament that we are such weaklings.

Is there democracy in true sense anywhere? May be there is. I have heard about Vermont, but I don’t know anything about the place.
Certainly there is democracy: It is among the tribal – adivasi – aborigine communities, which still prevails in spite of onslaught by the civilized societies.
They are in fact the WORLD HERITAGE, which needs to be treated with care and caution.

DEMOCRACY can function only at a community level, small nations at human scale. Then we will not need any governments that exist in present forms, and we will not need cities – the symbol of centralized power.

Making clay country roofing tiles: Demo

After I wrote “Clay country roofing tiles” in 1987, I suggested an NGO to conduct a demonstration-come-training programme for their housing project for the tribal in Raigad district. Their target group was Katakari and Thakar tribes.

For this demo I brought two young men, Baliram and Deva, from village Amiyar in Bharuch district in Gujarat. They belong to Bhill tribe called “Vasava Koli”. I had already known them for quite some time. Vasavas are better educated than many tribes.

Vasavas practice their skills of clay tile making at household level. Their technique resembles to one that I had seen, during my childhood, with the potters at my native village in Konkan Region, decades ago.




The illustration 1 shows the hamlet “Navi Fali” – a part of village Amiyar, where Baliram and Deva live. It is evident enough that the houses are built of organic, locally available materials – clay, bamboo and wood. The settlement is built by self-help and community participation.



Illustration 2 shows the cattle sheds, which are suitably built for the purpose.


Baliram and Deva received good facilities of accommodation, food at the mess, travel and to work at the NGO’s campus in a village.

They scouted the surrounding area with the staff of the NGO, found suitable soil, which was transported to the work shed at the campus. They produced about three thousand tiles within three weeks.



Illustration 4 shows the demonstration work in the shed provided for the prepared soil, tile making and drying the raw tiles.


Illustration 4 shows the burnt clay tiles. Persons in the picture (from left to right) are a visitor, a lady office bearer, two staff member (one in the rear), Deva and Baliram.

Observation
1. during the demo the NGO did not invite or bring the adivasis – Katakari and Thakar – either to watch it or for the training.

2. The staff (social workers) occasionally visited the demo. None of them tried their hand at making the tiles.
Knowing the urban ways, Baliram and Deva as well s myself were indifferent about it.

3. I don’t know if the NGO did ever document the whole operation – labour, logistics, and utility – price-value-cost-benefit – of the product, perhaps other than voucher for accounts purpose.
Needless to say, NGO used substandard (i.e. cheaper) Mangalore tiles for the housing.

4. NGOs, either in Gujarat or Maharashtra, are not interested in the tribal skills, knowledge, their self-reliance, and above all their self-respect. One can safely generalise this statement.

Senses and SenseAbility: Sex-as-a-Sense

There are two human brains that of man and woman, reports Hannah Hoag, science writer from Montreal, Canada (“Sex on the brain”, New Scientist, 19 July 2008). Mystery of body deepens.


Sex is a Sense: Its organs are male and female genitals; their functions are cleansing by urination (for both sexes) and menstruation (on puberty for female), and on maturity in union of both sexes the procreation for the survival of the species. The function of procreation or propagation is present by variation of Design by Nature in all the life-forms.


I have not come across any scientist, sociologist, anthropologist, linguist or economist ever considered “Sex as a Sense” (whatever little that I have heard or read). It may be so because of their religious taboos that have become a habit?


In this regard, of course, it is least expected from the religious of many popular brand faiths for whom ‘sex’ is a taboo, though it is dominant on their minds: The topic is expelled from all polite talk; forget they would recognize “Sex is a Sense”. For them “sex” is sinful. Hence the “Sex-Sense” is religiously expelled from the recognized senses and dictionaries! (Remember ‘Lady Chatterley’s Lover’ by D. H. Lawrence that was banned!)


No! We are not talking about the “sex of hedonism” that prevails in the so-called advanced and civilized societies, where prostitution and sexual crimes are rampant, which also receive abundant attention of the media. The developing civilized societies are no exception, for example, the Third World India.


This is obvious fallout of the creation of limitless wealth and waste by Industrial Civilization. Fallout also includes population explosion. And the institutionalized religions cannot do anything about it.


Otherwise, adivasis – aborigine – communities who adore vagina and phallus, neither have prostitution nor population explosion, unless forced by the civilized powerful classes/castes.

Sex being a primal force, sex as a sense has place in Intuition, i.e. the Sixth Sense. Why then it is not recognized and added to the five senses?


I do not know the history of who, why, when, where and how this vital sense was expelled from the popular (populated) religions (if it was ever there) and languages? Yes, I come across news that a lot of research goes on sex-related issues in science labs, either on mice or men.


During my adolescence I was working with a Spanish priest–architect in Mumbai, as an apprentice for a year. On his bookshelf there was a book of measured drawings of classical Greek and Roman architecture. The drawings of buildings also showed sculptures in bass relief of naked men and women on the building surface. This puritan man had cut with skilled scissors 1mm x 1mm pieces of plain paper and meticulously pasted them on the breasts and genitals.

Where I was born and brought up in my native village in Konkan Region – one of the biodiversity hotspots of the world – there was sex every where: dogs, cats, cattle, snakes, flies, hens, frogs… We kids often saw the mating of cow and bull, birth of a calf…

There are innumerable nude sculptures on thousands of temples across India, for example, Khajuaraho Temples. Without knowing the significance western scholars and art critics interpreted them as obscene, erotic, pornographic…


Indian mind has understood the paradox in the genitals – Yoni (vagina) and Lingam (phallus) – Sacred and Profane, for millennia. They even worship them. The Warli tribe in the backyard of Mumbai, likewise many other tribes and cults, worship Fertility Goddess.

However, in modern India, fundamentalist sections of Indian society get touchy and even violent on artistic expressions that depict nude. Perhaps they too are influenced by the slavery under the Firangi’s rule, teachings by Christian Missionaries and Victorian values of morality.

Procreation is certainly a function of genitals. However it is not the cause of population explosion, as is often implied by the vested interests. The real cause is the exploitation of the poor and the powerless of the societies at local as well as global levels by the powerful by military and wealth.


It has been going on for millennia of feudal powers. It continues now at accelerated rate, since the rise of Industrial Civilization in the West and imitated in other regions. It is not only the poor humans but even the insect population is on rise due to global war on insects. The immediacy of the survival of the species comes through Homeostasis – “the wisdom of the body”, not economics.


The experts and specialists in various disciplines of knowledge, the statesmen and politicians and world leaders are either ignorant of this fundamental principle, or ignore it because of their weakness and vested interests. The powerful are the most insecure species (!) amongst humans.

Senses and SenseAbility – 7: Seeing

SENSE OF SEEING is the function of eye. Seeing, when one is looking, witnessing, going beyond a cursory glance, reveals many facets of an event. Perhaps one may discover roots of some great event in an ordinary one. Fr example, Galileo watching a chandelier swing back and forth at the Cathedral of Pisa or Newton looking at the falling apple, or Dronacharya (of Epic Mahabharata) demands a thumb from Ekalavya as his fees [a dakshina or deed of gratitude] for being an absentee guru.

The descendants of Ekalavya, the Bhil tribe do not use their thumb even to this day. This is his living memorial that signifies Aryan atrocities on the aborigine communities. The aborigine, then, though assimilated in the Aryan society, its purpose was to add a service class, which was identified as Shudra caste. Even in the free democratic India the discrimination continues. In the era of Industrialization in India the peasants are now facing the onslaught of elimination. In the last decade, between 1997 and 2005 about 150,000 farmers have committed suicides (Ishwari Prasad, “Significance of Farmers’ Suicide”, Janata, Vol. 69, No. 32, August 31, 2008, p. 3-8, Mumbai), one of the reasons is farming is no more sustainable.

Such a seeing or watching or witnessing also combines other senses. The whole body becomes an eye, as in archery, which has iconic dimensions in eastern cultures. Or for example, a cricketer who throws or hits a ball: be alert or miss the target.

Observing (without malice, likes-dislikes, taboos or judgments) during even the ordinary routines such as, seating, reading, eating-drinking, walking, traveling etc. or watching the people watching TV, the ordinary activity of seeing becomes an action, which could be a creative action.

Such an action, which involves self and the outside, has values of entertainment (leisure) and education both. No investment. No time schedule. No rules and regulations. No legal curbs (in case you don’t intrude in other’s privacy). No losses in time-money-health… on the contrary, by being alert the senses become sharp.

Scientists say all animals received vision some 540 million years before now (identified as Cambrian Explosion); they were in the sea then. It is said the vision brought great change in their lives also: the conflict between the pray and the predator accelerated (see: Andrew Parker, ‘In the Blink of an Eye’). “Pikaia”, our remote ancestor, survived: thus we are.

In modern times the sense – vision – has overtaken even other senses. ET-IT has taken this change to great heights. We live more and more in virtual reality than ever before through canned visuals, canned music, canned games, canned wars, canned education… on cell phones, computers, TV screens… The worst victims are the youngest, younger and young generations in the increasing proportions. The poor little ones, who have not yet seen even a smallest fraction of real world, are trapped by the game called virtual reality. It is happening before our eyes but we don’t see or notice it.
A few decades ago the children were provided with toy-guns and toy-cars. Now as they grow a little they are with violent games in the Vice City or Road Rash or Sports of cricket or football etc. on the TV mast, and quietly Porn enters…

Neither parents (citizens) nor educationists nor the planners, and never the governments of any brand, dogma, right or left or fundamentalist ever think of play grounds for the children of different ages within their neighborhoods. And they boast of holding Asian Games and Olympics: indeed the height of hypocrisy.

A true story of an extreme case of a computer-nerd

“Y”, a young man, is, or now was, a student of engineering in second year. His father – a professional engineer, mother – a high school teacher, sister – a medical student. Y spends hours on computer, almost an addict, many a times late at night, while other family members are fast sleep. (I don’t know what he was looking at, and don’t want to know). His eye sight was very low from childhood. On one fateful day, or perhaps night, Y’s both the eyes started bleeding profusely, it was a hemorrhage. The veins busted. There is no remedy. Y is permanently blind. I don’t give the names for obvious reason. Hid kin should have informed all their contacts and the public about the gory incidence as a warning and caution. Precisely because the cause is absolutely foolish, though unfortunate and sad it may be. The educated could be ignorant in many, many ways.

Vision – inner vision, light, an eye, eyesight etc. – has been a subject of visionaries and scientists, of metaphysics and scientific discoveries… There are a great number of volumes on vision written by scientists and pundits; great schools of theories have been founded; great monuments have been erected.

Yet vision is still elusive, still a mystery, and the mystery deepens with every invention… Reading about them my eyes have gone foggy, but in vain. No salvation. What am I to do? In my ordinary life I must find my own answers. When I took and followed an advice and took a curative measure I saw the ‘Rainbows’.

Qualitatively their taste ethics and aesthetics don’t differ much from one another.




We are thinking, here, of taste, a physical sense, the phenomenon that goes long way from mouth to the entire gamut of environment-ecology-energy of Terra Incognita Indica, for that matter, of entire globe. Taste, here, is a business of mouth: To eat, drink and chew – primarily to satisfy the Basic Need, besides to speak, and to sing, and perhaps abuse...
We are not talking about that taste in the abstract realm of fashions and styles, arts and artefacts; they are but transient in time-space and places.


A new born baby sucks nipples of mother’s breasts (or teat of feeding bottle). Thankfully, s/he is not to be or cannot be taught by any high culture / low culture, or by any civilisation, or by any power savvy authority that would at once jump at the first opportunity.

Oh, that cones in other areas
. The onslaught on their taste starts from the day one. The new born are generally on the supplementary feeds – drugs, vitamins, vaccines etc. For various reasons prescribed by the specialists (of course, to those who can afford; 90 percent Indians can’t). So, their taste buds now start getting tuned to the modern social and economic development, in other words, they are baptised in the Dharma of Industrialisation.

The onslaught
also comes from the omnipresent Market, the manufacturers, the show-biz – the pop stars farting on the TV screens every 10-15 minutes intervals, and so on. It comes with ready to serve canned and packed conveniences in attractive wrappings: That includes processed foods and drink – sweet – sour – pungent – salty (bitter and astringent excluded). The shelves are always full at the glitzy mall.

It could be so
, because the mothers or parents or families are under constant pressure of time-crunch, that’s for one. Hence, the market is ready to serve. And other is knowledge-crunch. Because in the nuclear family raj, there probably is no grandma’s legacy left. They have spent their formative years (till 20 to 25) learning specialised courses – arts, sciences, commerce, ET-IT, engineering, business management etc at mass schooling. Their data bank is empty in this vital field of health about “when-where-why-who(m)-how” of right food to keep healthy. Well, some information filters through the print media, like guide books of their school days. But what is its reach?

In the cities
, however, till now, the grocery shops and (vegetable) markets have number of varieties of great variety of grains, condiments, spices, dry and fresh fruits, tubers, rhizomes, leaves and roots in vegetables: I don’t know even the name of many. I wonder perhaps the medicos may know.

In the villages
generally there should belocally grown grains, fruits and vegetables, and supplements from forests, woodlands and wetlands, if any still survive, and if accessible through the clutches of various departmental authorities. However, sooner or later the Market would take over to supply.... But why is there such a great exodus from the village to urban areas?

In Indic region
there has been great natural biodiversity. In the Indic region there has been a great natural biodiversity. It has influenced all the aspects of culture, not only food and clothing, in short, the four aspects of our daily living: Work, Leisure, Education and Health.

Biodiversity in India has resulted in rich medical systems – Ayurveda, Siddhayoga etc. It is there in the occult cults – Tantra, Mantra, magic practices. However much of the knowledge is with the ethnic and tribal communities that remain incognito (perhaps under a cloud of modern day superstitions or prejudices), besides in the treatises. What’s the point in giving official recognition to the systems, but not its bearers, the people, who are treated as second class citizens?

Shamefully, the visible reality down to earth
is the country’s most of the green cover, woodlands, forests and wetlands are either get pollute or are disappearing, consequently the loss of wild life, diminishing surface and subsoil water, and comes expanding desert. Another consequence is people’s knowledge and skills, preserved through generations. are vanishing. In the place of biodiversity there comes monoculture of plants and monoculture of mass society is being groomed through mass schooling. All this is for the delight of bureaucrats and the ruling powers for the easy control, and modern development of economic by regimentation.

Hearing: It is a second sense, though some musicians may claim it’s a first sense. Never mind. Now modern science says listening to music while in the womb improves the child’s mathematical power.

We have heard stories from Itihasa – Epics and Puranas. Abhimanyu, while in the womb, learnt about how to enter the Chakravyuha – a strategic circular maze formation of army in war – while his father Arjuna was telling his mother. He, however, did not hear about how to come out. During the great civil war of epic Mahabharata took place, Young Abhimanyu was defeated and killed. Perhaps he did not use his senses…

Another story is of sage Ashtavakra (bent in eight places in body). His father while reciting Vedas made some errors. Ashtavakra, from his mother’s womb, pointed out the errors. The father was offended and cursed that he will be deformed in eight places in his body, and thus he was born with eight deformations. Later in his youth he preached a king on spirituality, which is known as “Ashtavakra Gita” or “Ashtavakra Samhita”.

We may have heard these stories several times. What we understand and how we interpret them is another matter. Sri Krishna and many saints have preached “Sahaja Dharma” – natural dharma or inherent nature. Accordingly one may deduce there could be seven billions of dharma – religions.


What do the foetuses in modern urban environment hear? Isn’t it ring tones on cell phones, 24x7 noises on TV sets, household electronic gadgets including their electromagnetic radiation, noises in the city…? No wonder some children are born with deformation. Viva!

Hearing with attention (not concentration, said J. Krishnamurti) becomes listening. So also, seeing with attention becomes noticing. Listening and noticing reveals many facets of an event, even an ordinary one.

Silence, it is said, is the heart of music. Listening to silence is supreme. The silent spaces in between words and sentences, and the silence before the storm…

Woefully we are so much used to the noise (and hurry) that silence unnerves us; we are irritated by silence, particularly in urban environment. We want 24x7 excitements.

Our governments, too, have lost the capacity to listen notice the reality. Unless people take to the streets, burn the public and private properties, a few people are dead by police-and-or-public violence, they can’t take notice of the malady. Of course, of course, we all know the government is a faceless entity.

Hence, hearing loss is a common phenomenon. Loud noise with impact, for example, a gunshot close by, could cause deafness. However, on such an event, if we observe, mouth opens instantly to counter the impact on the eardrum from inside. We call it reflex action; perhaps that’s homeostasis.

An extreme example of hearing loss

I know at least one person who became permanently deaf because of noisy work environment in an industry. Mr. Lobo was working at one of the oldest cement plant at Savalia in Gujarat State. That was a few decades ago. I don’t know how many were affected like him?

iTECHNOMAN

You may read or interpret iTECHNOMAN” in various ways that you may prefer.

Remi (Remigius de Souza) is marginally literate, not only in computers, but also in any of the Arts and Literary disciplines.
He began to learn writing Letters and Numbers of his vernacular language MARATHI on a slate, at his native village in Konkan.Simultaneously he also took lessons in his basic needs, which are farming in agriculture, horticulture and aquaculture; mud house building and its maintenance; and spinning and handloom weaving of cotton fabric: FOOD, SHELTER and CLOTHING.
Industrial society has failed after centuries to reach this ability or level, which is mentioned above, to impart education to any citizen anywhere in the world, certainly not in India.
Decades later he learnt computer programming in an antique language “1401” in an intensive course of one month, which was given by Tata Consultancy Services (TCS): that was the only formal training he received in computers.

In India – a so called third world country – most people still continue to use mud as a conventional building material. It has en an important material in rural housing for millennia. The major part of rural house consists of mud plinth, floor, walls, plaster roof, roofing, silos, utensils, bed, seats, hearth etc. and the statues of deities, mud is either used as it comes or is used with other materials – stone, bamboo, Karavi (Strbilanthes callosus Nees) or as burnt bricks. Roofs in some places are made of a meter thick mud slabs (e.g. parts of Maharashtra, Karnataka, and Andhra etc.).
Mud is processed or treated with compounds such as cow dung, horse dung, ash, anthills, chopped straw of paddy or wheat, chopped organic fibres such as sisal or coir, lime or in baked form. Mud, as a building material, at one time was also compounded with extracts from plants, either to stabilise it or to make it waterproof: gum of banyan or papal trees, powder made from barks of Khair (Acacia catechu Wild) Arjuna (Terminalie Arjuna W.); tea made from three famous plants, known for their great medicinal value, known as Trifala (three fruits) Hirada (Terminalia Chebula Retz.), Behada (Terminalia Roxb.) and Amala (Embelic Mirobalan) besides many other materials such as iron powder for different uses.

The ancient forests, with advent of modern development, are now diminished and many species of trees have nearly vanished from the forests; Khiar, which is also useful for Tusser silkworms, for example, for making railway sleepers.

For centuries rural people have managed the construction of their houses with their own hands and with the resources available closed by. People with different trades, farmers, landless labourers, women, children… all participate in the construction of the house. Community Participation goes far beyond just to build a house – to build temples, mosques, bunds, roads, wells, in farming actions and many other community works. In modern India the governments and the elite of the First World India do not recognise this immense human energy.

The Community Participation also eliminates any need to employ commission agents such as contractors, public works departments, agencies, with government grants, engaged in construction of houses for the masses in rural areas.

Construction
The layer for the mud floor should be 12–15 cm thick. It should be spread over hard core of stone / rubble of 15 to 25 cm thickness. The hard core protects the floor from dampness rising from the ground, from rodents and to prevent it from deterioration due to underground settlement of the soil.

The mud selected should be fine grained, free from course sand or gravel, other organic or inorganic materials. The mud should be kept soaked in water for a week, thoroughly pulverised before spreading over the hard core.

The layer is then compacted by ramming with wooden tools. The floor must not dry quickly as it tends to develop cracks. Water should be sprinkled from time to time. This helps to keep moisture uniform throughout its depth. It should be compacted by ramming; once or twice a day for a week or till required finish is achieved. (While tamping the floor, water should b sprinkled lightly to avoid the mud sticking to the implements.)

With each course of tamping the floor becomes more and more impervious and homogeneous, smooth, hard and durable. With every temping, effort should be made to remove marks, and impressions of the instrument and unevenness of the surface. In the process meanwhile the floor goes on setting and slowly drying.

It is advisable to complete the whole floor without joints and without dividing it into panels. The joints or panels as used in cement concrete floors will cause deterioration in a mud floor.
Traditionally the surface is finished with cow dung wash. The floor thus prepared is suitable for many types of building except for industrial purposes. Contrary to popular opinion the mud floor is also suitable for high rainfall areas – even where it exceeds 3000 mm per year. Where floods occur often the mud floor gets damaged or remains damp for a long time.

Housing is not the end Product

A point to note is that in a traditional Indian house the mud floor does not end here. It goes beyond its construction: collection of appropriate materials, preparation, ramming, watering, tamping, levelling... The surface of the floor is finished with cow dung wash mixed with water applied by either hand or broom. This leaves a beautiful texture with a curvilinear pattern of dark grey-green shades. Cow dung wash is applied regularly once in a fortnight or two.

Daily dusting of floor sends back some quantity of loose particles to nature. The floor at the entrance is adorned with Rangoli (Marathi) or Alpana (Bengali); these are symbols such as Swastika painted / drawn with rice flour or pumis stone powder on floor, every morning by the women in the household. Similarly, during meals Rangoli is inscribed around the plate. These are not merely decorations; they are invocations to primal cosmic energy. In Indian culture Vastu – abode – is sacred; during construction from the foundation to the roof people carry ritual worships. Even biotic and abiotic nature is personified and worshiped.

In front of the entrance a Tulasi plant (Ocimum sanctum L.) placed on a platform where people lit oil or butter oil lamp every evening at dusk. Tulasi is considered holy; it is also medicinal plant as well as natural insecticide.
By Indian tradition, housing is not a finished product to buy in the commodity market of price inflation. It is a process of living with the house, not off the house, an association with environment of the house and homestead – an awareness of living organ.

Housing is a process of continuous maintenance, additions, alterations, attention through generations, and when one needs change, the elements used in the house either could be reused or sent back to the biomass – to the Earth.

Water Parks in Wanting

SURSAGAR, the lake at the city centre of Vadodara, Gujarat, is an example of reservoirs as a typical element of Indian cities, towns and villages, before the British Raj, or of pre-industrial era. Vadodara City has many reservoirs besides the tanks attached to the villages that are added after the expansion of city limits. It should be a surprise if some of them are now in a neglected state. Yet they remain and function as vital public and community places. All the tanks of the villages could be turned into natural water parks with little planning action.

Rice paddy fields, though seasonal, are nearest to a good example of ‘water parks’. They are rich with flora and fauna, and are generally breeding places for fish. Some peasants dig ponds in the fields to conserve fish where they are assured of water even after the harvest.

People in the Vedic times, in the Garden of Eden were perhaps blessed with plentiful of water and fruits. It is only our wishful thinking that we sing “Sujalam, Sufalam”, which falls short of action. It is time now for ‘SRISHTI YOGA’ – union with Nature.]

Water: Elixir of Life

Water gives sustenance to life, and culture to man. It is precious and sacred. In this magnificent land there are innumerable rivers and lakes, a great coast, great volume of frozen water on the Himalayas. There is plenty of rain, but there are also draughts, famines and floods recurrently happening. There is pollution of waters, and of the land; both are synonymous. Are we managing water well?

Let us take, for example, City of Bombay (now Mumbai), said to be the financial capital of the country. Mumbai city was founded by the British. They also developed excellent natural harbour. They reclaimed the creeks around the original natural islands.

The land grabbing continued unabated since then by reclaiming the sea, lakes, and water bodies in the city and by expanding the jurisdiction of the city government by extending the boundaries beyond the island city. There are now one million people.

They continued to exclude water by paving the land with tar – concrete – stone to make it watertight and free of soil (spoil!), not only the roads, but also the open spaces around the building and estates. Most of the city’s open space is taken over by the car for roads and ‘Car Park’. There are no ‘Water Parks’ in the city.

Water is imprisoned in the pipelines, and in the concrete – iron – plastic water tanks, and on the top of the Malabar Hill. Even the rainwater is imprisoned. To compensate the loss of water absorbing soil and loss of water bodies due to reclamation, Mumbai now gets regularly flooded during monsoon (Ill. 1).

Let us take an example in contrast. Thirty kilometers away there is more ancient town of Panvel. In the old Panvel of 25,000 people there are seven built water tanks. Some of them are now in a derelict condition. The great Wadala Tank is partly bulldozed by the modern town planners while planning for the extended area of Panvel. The remaining part of the lake is now getting silted and infested by weeds. Perhaps the planning manuals do not write about ‘maintenance planning’!

Let us visualized for a while! Mumbai could have been the Oriental Venice, if the creeks were not bulldozed, and if the traditional waterways were not sealed by the British.

Following their footsteps the planners of Mumbai Metropolitan Regional Development Authority [MMRDA] have twice prepared 20-year plans for the Mumbai region. But they ignored or failed to notice that the people in the coastal area of Raigad and Thane Districts use the natural-inland watercourses as waterways for transport. Neither could they see the pollution of waters and land and the salt pans as an after effect of planning for development. The British, of course, had their goal/s, which is known, and for them the goals justified the means. Planning is not to coerce the people [Patrick Geddes] but demands vision with insight into that which is.

Our ancestors acknowledged the presence of water in life by sanctifying it and associating with it in the rituals from birth to death, and in the religious places. They built lakes and tanks within and around cities (Ill. 2) and tanks for the villages (Ill. 3). They built great Ghats along the rivers, and the rivers were sacred and mothers (Ill. 4) to the people. Rivers became places of pilgrimages. They brought people together, including those from the far away dry places in contact with water. People regularly took holy dip in the sea. It was a national policy for health, education and national integration, which no amount of preaching, coaching and slogans can ever achieve.

Modern developments of concrete jungles in the cities have created heat islands. The modern Indian City planner continued to ape western models and manuals instead of studying and learning from indigenous Indian habitat planning. Indigenous cities have city centers with lakes. The modern city centre displays ‘Car Parks’ The planners perhaps do not recognize water beyond its use for plumbing, sanitation, construction and aesthetics of hedonism.

But the worst of all draughts is that what is ‘known’ of the environment from virtual reality of books and multi-media, is hardly ‘witnessed’ and rarely ‘experienced’ in the daily personal and social life. The coming generations are successively and progressively draught- stricken, not only in urban areas but also in rural areas, waiting for some white angel to come with magic wand to solve their problems. We perhaps ‘know’ intellectually the worth of water, but are we intrinsically ‘aware’ of water beyond H2O? We have taken water too much for granted.

Water Parks as Public Open Places

The Indian society is caught up in the web of vertical and horizontal divisions. The vertical divisions of caste, which brought the society to the decadent state, once denied the access to the untouchables to water on community wells. The horizontal division is of the class and status, which was successfully grafted by the British Metropolitan Imperialism [David Canndine, ‘Ornamentalism’, Penguin] on the fertile soil of the feudal society. Now the class, the upper division is colonizing even the water in the name of common good.

Water – one of the five elements, instead of becoming unifying element for the society is a cause for conflict between class and the underclass. The sayings, such as, ‘One cannot draw a line on the water’; ‘River is afire’ [Kabir]; ‘Water goes to sleep. Water gets (wakes) up” [Indian farmers] can only be learnt from the water itself, not by discourses and treatises. In the cyber age of animated virtual reality it is not even a remote possibility to learn the lesson. It will only lead to aggravate the conflict, perhaps leading to annihilation of the underclass. To learn from water, however, there is no bar of gender, age, caste, creed, class and status.

We therefore need ‘Water Parks’ alike ‘Public Parks’ and ‘Play Grounds’. Perhaps they may be combined. Water Parks need to be developed as public open places in the cities and rural areas, both, in all regions.

Water Parks, perhaps, are not written in any known treatise or manual, ancient or modern, on architecture and planning. Every society, however, has to prepare its own treatise as expression of its own time. We may learn from the past, but cannot imitate it.

Water Park has three primary conditions

It must have water – sweet or salt water; it must have aquatic life – fishes, amphibians and plants; it must be accessible to any citizen to work with hands, basic tools and equipment and to develop, maintain and enjoy the fruits – the products of it.

What is Water Park?

We must clearly understand what is Water Park. Water Park is not a water–conditioned nightmare created by the corporate sector [or the class] in the metropolitan cities fashioned after Disney Land, Water Kingdom, for entertainment and profiteering, or rickety fountains peeing around artificial rookeries and statuaries, imprisoned by fencings, gating and ticketing. Water Park is not glass–conditioned aquarium. Water Park is not a water sports centre; though both could co-exist. Water Park is not a swimming pool, but both could be neighbours on strict conditions. For example, ‘Chlorine’ and such other poisons consumed by humans is the enemy of Water Park.

We can derive a broad outline about what should be Water Park?

1. Water Park must have a water body – sweet water or salt water, which is built with organic materials, where aquatic life – fishes, amphibians and plants – could live and grow in the natural and appropriate conditions. It should be designed for breeding, conserving and cultivation of all kinds of aquatic life forms, particularly the species that are on the verge of extinction

2. Water Park should have infrastructure according to its increasing complexity, such as, water testing equipment, laboratory, water recycling plants, water conservation models, various irrigation systems etc. in working conditions.

3. It should be provided by various working models of ‘water machines’, such as pumps, windmills, desalination plants, mini-turbines, even one where Archimedes exclaimed “Eureka! Eureka!”

4. Design, content and context should be appropriate to the region, land characteristics, climate etc. Local cultures and traditions should find appropriate place and featured at the water parks without the taboo of secularism.

5. Area of Water Park as a public open place could be of any size above one half acre.


6. Water Park as a public open place should be owned, developed, managed and maintained on participatory basis by the members of the local community who actually work with their own hands and should enjoy income from its proceeds.


7. It is anticipated that the Water Park has the educative as well as leisure value through creative efforts of the participants.

How Water Parks?

Industrialization destroyed the community and created ‘mass society’. It also created institutions, which take control of almost every aspect of life of individual and the collective, which has resulted in loosing their autonomy of decision and action. Thus there is want of identity, or the identity crisis.

Water Park is likely to get caught up in the spider’s web of natty-gritty of institutionalisation, i.e. ownership, funding, MoU, constitution, rules and regulations, office bearers, trustees, and many imaginable or unimaginable issues raised by the officialdom, and may even see the last drop of water lost in the heat…before it actually materializes.

It is time to counter the forces of the Class and the Status by the Community and Water as basic need. Therefore now in the changing times we need to change the mindset. We can learn a lot from the ethnic communities and their institutions, which still prevail. In Orissa and Bengal, for example, in the villages, almost every household has a pond. This practice must have been there for many thousand years. No building bye-laws, development control rules,, or no Indian Standards [IS], or National Building Code {NBC] are needed here. (The author regrets the mention here for fear of the zombies in the bureaucracy may come up with their axe to destroy this tradition.)

In the cities the cars and the ‘Car Parks’ are given thousand of acres of land for the moving and stationary cars by legal instrument. What is a big deal for the law making and law-abiding elite citizens to give equivalent of that area for the ‘Water Parks’ in the urban areas under the instrument of law?

Water Parks should be attached to, beginning from primary schools to colleges and universities to all educational institutions, along with playgrounds, as an instrument of non-formal education; to the public parks in the urban areas. Water Parks should be attached to all the government, judicial and legislative institutions, beginning from the President’s Palace, the Supreme Court, and the Parliament at New Delhi to the offices of Gram Panchayat, Talathi and Tahasildar at village and the Taluka levels, as an instrument of non-formal adult education; all the estates of corporate sector and NGO sector, and local self–government sector in proportion of their ‘land–buildings–cars’ holdings. In urban areas water parks should be part of the Compulsory Common Open Spaces or Recreation Grounds to all housing – mass housing – Real Estate Housing – development. If the Revenue Act could be implemented, why not the Water Park Act?

All the environmental activists and pundits can join in the building the Water Parks all over the country. The land required, 3,287,000 square kilometres is there. All that is needed is to “catch a drop”. Water Parks could at least provide work and livelihood to the under-privileged of the underclass, provided these are not hijacked by the class, or the elite class, or the corporate society under different garbs, such as ‘privatisation.

After all why do people build temples – with or without images – in the name of Creator? Water Park is the celebration of Life.

Bungling clichés and biofuels (Review)

WE NEED to read carefully the following bookmarked article published in the New Scientist (July 7, 2007, p.15), for that any publication that shows concerns for the Earth, people or life.
I emphasise some of the words/phrases used by the author. And also examine the article with reference to the graph illustrated above in the following comment.

ALMOST one-quarter of nature's resources are being gobbled up by a single species, and it's not difficult to guess which one. Based on figures for the year 2000, the most recent available, humans appropriate 24 per cent of the Earth's production capacity that would otherwise have gone to nature.

The result is a gradual depletion of species and habitats as we take more of their resources for ourselves. Things could get even worse if we grow more plants like palm oil and rapeseed for biofuels to ease our reliance on fossil fuels.

That is the message from a team led by Helmut Haberl of Klagenfurt University in Vienna, Austria. Haberl and colleagues analysed UN Food and Agriculture Organization data on agricultural land use in 161 countries covering 97.4 per cent of farmland.

By comparing carbon consumption through human activity with the amount of carbon consumed overall, Haberl's team found that humans use some 15.6 trillion kilograms of carbon annually. Half was soaked up by growing crops. Another 7 per cent went up in smoke as fires lit by humans, and the rest was used up in a variety of other ways related to industrialisation, such as transport (Proceedings of the National Academy of Sciences,

Haberl says that the Earth can just about cope if we meet future needs by producing food more efficiently. This could be done by intensifying agriculture on roughly the same amount of land as we use now. But we're asking for trouble, he says, if we expand production of biofuels, as the only fertile land available is tropical rainforests.

"If we want full-scale replacement of fossil fuels by biofuels, this would have dramatic implications for ecosystems," says Haberl. He warns that some projections foresee four or fivefold increases in biofuel production. "This would at least double the overall amount of biomass harvested, which is about 30 per cent above ground at present, but would increase to 40 or 50 per cent to meet these biofuel targets," he says.

This would mean clearing what remains of the world's rainforests in countries such as Brazil and Argentina. As well as wiping out thousands of species, this would have devastating effects on the climate, he says. Unlike farmland, forests help to seed rainfall because they have high evaporation rates.

"The less evaporation there is, the less rainfall there is and the whole system dries up," he says.

Who is responsible?

Para 1:
Key Words: 1. ‘a single species’, i.e. humans; why accuse entire human population on the planet, when the so-called advance or industrial societies, whether in the First World or the Third World counties, is gobbling the resources of the Earth for their greed for power and profit?

2. ‘Earth’s productive capacity’; as if the Earth is a giant industrial enterprise in imitation, like ‘other’ human societies now westernised, of the omnipotent industrial society of the West!
3. ‘nature’ (last word of the 1st Para). Where is it? What is it?

Para 2:

Perhaps by ‘nature’ the author means ‘species’ and ‘habitats’ that are depleting. Does that also include other humans in the Third World and the Fourth world, who being weaker sections, face and are subjected to exploitation, oppression, displacement for development from their habitats, joblessness, hunger (for food), starvation, diseases, and deaths and suicides caused, either directly or by proxy now or in the past by the powerful and the advance societies?

Key words: ‘we’, ‘bio fuels’, ‘fossil fuels' and ‘our reliance’.
Who are refereed to as ‘we’ and ‘our’? The article does not mention the wars that going on against humans and the insects. The illustration in the article shows a harvester machine in an immensely large farm, or mechanised farming, which is practiced in the developed countries. However the undeveloped societies use human and animal energies, and least fossil fuel energy, in farming.

Para 3:
Typically this comes down upon ‘agricultural land use’, as if ‘we’ sustain on the synthetic foods manufactured in the labs and industries.

Para 4:

Key word: ‘carbon consumption’. According to an expert quoted, ‘half (50%) of it is soaked up growing crops…and 7% went up in the smoke as fires lit by the humans. Compare this statement with the graph of energy consumption above. It will be clear where do the finite resources and fossil fuels vanish; namely, to add and expand insatiable want to produce enormous wealth and the waste, which cannot be recycled.

Rest of the article mentions expert opinions and hypotheses, but both the author and the experts fail to advice, who should do what. The author could have started straight with ‘biofuels’, but bungles up the needs and the wants, and the clichés, and typically avoids the inevitable conclusions.

It is not easy to get over the mindset (or mind block) and go beyond the rationale or logic. Which scientist/s would daresay anything at the cost of financial, or even physical, security? It may create a worst situation than the Inquisitions in the Middle Ages of Europe.

Whatever issue one may begin with holistic approach to land, waters and the living beings one would reach at an inevitable conclusion: “Stop all further industrial development and production. Divert all the research to carry post-mortems of all the crimes by the industrial civilisation upon other societies, other humans and the living beings, and be prepared for the payback time.”

Twenty years after the UN International Year of Shelter for the Homeless, the problem continues world over, not only in India. It is also added by hungers and decease increasingly and progressively, as sciences and technologies advance.
